Pandemic airborne disease sweeps the globe, killing millions and causing mass panic. A very select few, however, are not only immune to the disease but enhanced by it - and are subsequently being hunted down by the government to be forced into research projects.

Out of curiosity, have you read the Wild Cards anthologies? It's missing the government research projects, but other than that...
