I noticed that, as well. I was also somewhat surprised by the low-rise jeans - they don't strike me as the sort of practical attire Toby has espoused thus far.

As taldragon says, sometimes those are the only thing on the rack that fit. (I strongly suspect Toby of shopping at GoodWill or other stores where she can hit the Discount rack. I mean, if it's gonna be transmuted into a fancy dress, or bled on, or ripped up... Do you want to pay $40 or whatever for nice jeans?)

(Also, I am totally guilty of buying low-rise jeans because I grabbed them, they fit, and the kid was not willing to wait around for mom to see if the next size smaller would also fit. Which is why I have a pair of jeans a size too big, low-rise, so I have to wear a tunic-long shirt to keep from showing my underwear. *sigh* )
