Raj and Quentin both being Kings, right there. (page 330 of the OSS ARC)

They're gonna be real mighty Kings, so enemies beware.
"I've never seen a King of Cats with friends that are that Fair."
They're gonna be the Fae event
Like no kings were before
They're watching 'toons and playing games
And Toby's keeping score.

*ducks*

Additionally, in Late Eclipses, the Queen of the Mists is suspicious of Toby's pardon:. Page 370: “From King Sollys, no less. Fascinating. I didn’t know he kept such close tabs on what goes on in our little Kingdom.” This time her gaze was for Sylvester, moon-mad eyes filled with suspicion. He met that look without flinching. Maybe he cheated by requesting that pardon, his look said but she’d cheated first by requiring it.
It occurs to me that one reason the High King was quick to pardon Toby might be that he trusts Sylvester's judgement well enough to foster his son there.
AND and the end of LE, who was called forward to present the pardon to the Queen, with a big-ass grin on his face?

Oh, that would have been.....QUENTIN!

I'm pretty sure that Sylvester sent him as part of the delegation to acquaint Their Majesties with the situation. As a Squire he probably didn't go alone, but I suspect he was sent as a point of "please take this seriously" and I suspect he got a thorough grilling from Mum and Dad once Official Court was over.

Plus, that would have saved Sylvester from having to deal with him stressing out over things while they were gone and Toby was still unconscious.
