Connor had his chance and he blew it. Tybalt may have his reasons for not declaring himself more openly, but if he and Toby were in the beginning stages of a relationship and a bunch of his Cait Sidhe relatives said to him, you can't date her, she's not the right race/species, Tybalt would NOT roll over and say okay, I'll stop. Which is what Connor did.
Well, to be fair, Tybalt *is* a King. His Cait Sidhe relatives *can't* say that to him (unless they want to actually challenge him for the throne).

Connor's not even nobility, I don't think. He got ordered to make a political marriage.

Not that Connor couldn't still have stood up and said no, if he felt that strongly. But it's just not really a balanced situation for comparison. For Connor to say "I'll date who I want" would have meant literally defying his liege, for which he'd have had to face serious consequences. For Tybalt to do the same thing, it wouldn't involve anything at all like the same level of risk, because he already *is* the liege.
For one thing, it could potentially have meant banishment from the Undersea. Not fatal, for a Selkie, but far from fun.
