I've had this wordpad window open literally all day thinking about this. (And also looking up names I didn't recognize from other comments.) :) Chattily:

* October "Toby" Daye - Franka Potente (Lola from Run Lola Run, Marie from the Bourne movies). I think because she's beautiful but slightly off of the "conventional" pretty. Which is how I see Toby. Like, someone who I think is beautiful but who I can believe *she* doesn't think she is. And not quite so fragile-looking.
Or maybe Hilary Swank.

* Sylvester and Simon Torquill - Anthony Stewart Head. Because he can do both trust-me-avuncular and oh-god-oh-shit-you're-evil-aren't-you like woah.

* Devin - John Simm. He could oily his way all OVER that character.

* Dare - Ellen Page. Okay I know she's actually in her 20s, but she played Juno at 20. She could pull it off.
Ooo. Or Emily Browning.

* Tybalt - James Marsters.
Or... actually I don't know that I've seen Andrew Lee-Potts in anything, but I looked up his photos after the other suggestions, and... yeah, he looks like he would do.
Or Johnathan Rhys Meyers.
Or Naveen Andrews.
Or Paterson Joseph (Marquis de Carabas from "Neverwhere", who I also really wanted to be the next Doctor.)

* Luna Torquill - Cate Blanchett.

* Rayseline Torquill - Sara Michelle Gellar, Anne Hathaway, Jennifer Love Hewitt -- someone who at first glance you're more likely to think 'wholesome' than 'evil'.

* The Luidaeg - Mia Sara maybe.

* Lily - Yunjin Kim.

* Quinton - William Moseley. Or Sean Biggerstaff, and Moseley can play Connor.

Oh yeah--
* Evening Winterrose - Elizabeth Mitchell. She's so good at sometimes looking like a complete innocent and other times looking like she has all manner of secrets.
