That's an awesome question, and will totally go in the FAQ. The short answer is that fae populations tend to lag quite a bit behind the mortal populations of an area, and then tend to be sort of dicks to the newcomers. So the Tuatha de Dannan and Daoine Sidhe got to San Francisco before most other folks, and then did a lot of shutting out to nobles trying to move in on "their" turf. For the most part, the various types of fae like to live where they understand the government, or where the government leaves them completely alone. So you get Mists, where most of the nobility is Daoine at this point, or Silences (the Kingdom to the North), where it's essentially all Tylwyth Teg.
Luna's not Caucasian, but she's only half-Japanese. There are reasons for that, which won't be able to go into the FAQ (but which get explained in book three, I promise). There's another Kitsune in book two, working at ALH Computing; you do meet non-British fae, they just don't have the density in the Courts in this particular region.
